Ravi Khadiwala 8c42199baf Add svr2 credentials to RegistrationLockFailure responses 
Add an svr2 credential to 423 responses for:
  - PUT v2/accounts/number
  - POST v1/registration

Also add some openapi annotations to those endpoints
